Accounting Standards

Three separate organizations promulgate accounting standards in the USA - non-governmental, state/local governments and the federal government - plus an international standards-setting organization.  In addition the Securities and Exchange Commission is responsible for receiving, reviewing and commenting on the financial reports of US publicly-held companies.

Financial Accounting Standards Board (FASB – US non-governmental)

United States Securities and Exchange Commission (SEC – responsible for enforcing proper financial reporting by publicly-held companies.)

Governmental Accounting Standards Board (GASB – for US state/local governments)

Federal Accounting Standards Advisory Board (FASAB – US Federal government)

Professional Conduct Standards

The organizations that govern the conduct of CPAs in the USA have been separate from the organizations that promulgate accounting standards since 1973.  The following links are to organizations that govern the conduct of US CPAs, plus the international auditing standards-setting body.

California Board of Accountancy – governs the conduct of CPAs in California

American Institute of CPAs (AICPA – sets auditing standards and other professional standards of conduct for CPAs on audits of non-public companies)

Public Company Accounting Oversight Board (PCAOB -- sometimes pronouced "peek-a-boo") -- responsible for auditing and professional standards setting and enforcement on audits of publicly-held companies)

National Association of State Boards of Accountancy (NASBA – The “umbrella” organization for accountancy boards across the USA)

International Auditing and Assurance Standards Board – promulgates international standards on auditing
